Skyrim has no single command that stamps an enchantment onto an item for you — you still enchant at an arcane enchanter. What the console can do is hand you the raw materials so you never grind for souls again, and help you learn the enchantment effects you want.
Useful enchanting commands
player.additem <SoulGemID> <Amount>— spawn soul gems. Add the filled Grand Soul Gem variant and you can charge any enchantment to its maximum at once.psb— grants every spell, which is handy when pairing enchanting with a spellcasting build (see the add spells guide).player.additem <ItemID> 1— spawn an item that already carries the enchantment you want, then disenchant it at the arcane enchanter to learn that effect.

Notes & tips
- A grand soul fills any soul gem to full strength, so a stack of filled Grand Soul Gems lets you make every enchantment as powerful as your skill allows.
- Disenchanting destroys the source item but permanently teaches the effect — spawn a cheap copy first if it's something you want to keep.
