Makes the NPC with that base ID essential.
Removes essential status so the NPC can be killed.
Overview
Sets whether an NPC can be killed, using the NPC's base form ID rather than a reference. Pass 1 to make them essential and unkillable, or 0 to allow them to die. It is the way to protect a follower from death or, conversely, to enable killing an essential character. Because it uses the base ID, it affects all instances of that NPC.
